Territory: Raej, Terreille
Ruler: Odji Khaldun
Jewels/Caste: Summer Sky to Blood Opal/Priest Prince

Plot:
Raej History:
·         At one point in history, the number of years can remain vague or set though would likely be centuries before the Purge, there was a civil war between the Blood of Raej over two Queens who both wore the Sapphire. One was highly experienced and had been trained by the former Queen, but the other had displayed a true knack for Protocol and a deep care for her people. As the predecessor had been in talks for naming her successor when she died, there was no clear path to the throne and Raej soon afterwards dissolved into civil war.

·         When the war had been waging for months and the Blood had begun to fight and die for their difference of opinions, both Queens seeing the other’s subject’s aggression as a call to war, though neither Queen condoned the actions done in their names.

·         By the time it was obvious that Raej’s civil war would only stop when one of the Queens lay dead, the lion’s share of the Priestess came together. It was there the High Priestess introduced a man she thought could help solve the problem – one Gray Jeweled Priest Warlord. Trained in secret by the High Priestess herself, he was both powerful enough to destroy either of the Queens but adhered strongly to the word of the Darkness itself with a near fanatical devotion. For some time the Priestesses railed against the transgression of their Caste, calling down about the High Priestess herself, but some saw the way the Priest Warlord spoke, saw the true love of the Blood in his eyes and voice.

·         Before the battle that was intended to show the Darkness who the rightful Queen would be, the Priest Warlord and the High Priestess approached both the Queens and demanded an audience. Between the reverence of the Priestesses and the Gray Jewel, both Queens agreed and in the dead of night, when to an accord with a Sanctuary. Outside and nearing dawn, the armies grew restless and neither of the Queens had returned. When it was nearly the boiling point and both armies ready to destroy the other for the mere possibility they had destroyed each other’s Queens, the two Queens, the High Priestess, and the Warlord Priest appeared in the middle of the battlefield. Using craft enhanced voices, both Queens spoke to their own men and women, beseeching them in the name of the Darkness to listen to the Priest and Priestess that they spoke of a path that would save Raej. When the Priest spoke, revealing both his nature and his strength, the crowd listened, unsure at the power of a Gray. When the Priest Warlord laid out his plan, and council of members from any caste and from each district and a motion to have each Queen rule half of the Territory, upper and lower, until a time a single Queen could be chosen to rule all of Raej. The High Priestess and newly appointed High Priest would lead the council with the rest of the Priestesses responsible to make sure that neither the High Priestess nor Priest would overstep their bounds. Both armies agreed, likely both for the plan was a compromise and neither side wished to start the battle against a Gray Jeweled Priest Warlord.

·         Within a few decades, the elder Queen passed with no Queen daughters, naming her successor the other Queen’s own Queenly daughter. Within the next generation, a new Queen stood and ruler of both halves of the whole Territory, but still under the guidance of the council, dubbed the Council of Elders.

·         The High Priestess and High Priest, as it was revealed later, were engaged within their own relationship. Their own children both went on to become Priests and Priestesses.

·         As time passed, the Council took on more jobs, such as managing the education of the young and making sure there was capable men and women trained to defend their Territory and loyal only to the Territory and no specific ruler.

·         It is always the High Priestess of Raej and one of the few Priests who rules over the Council, both directly serving the Territory Queen.

Raej – Purge Era:

·         Ruler was trying to increase slave trade, finding large profits in the act. This Queen was killed in the Purge.

·         Daughter of previous Queen takes up Raej, broken back to Birthright and curtails slave trade, thinking that Witch culled the Blood for reasons such as the slave markets. Chaos is running high and though successful, Raej starts to suffer decline from too few Queens to maintain the land.

·         Different families through the few post purge generations hold the seat of Territory Queen as more and more uncommon ruling classes set up to rule Districts and even Provinces. These castes are the Warlord Princes, Priestesses, and the rare Priest.

Raej – Odji Khaldun’s rise to power
·         Odji is from the line related to the High Priestess and Priest of legend. He traces his line back to the Priestess sister of the High Priest – the direct line from the High Priestess and Priest was wiped out during the Purge.

·         His brother was Consort and husband to the current Queen, a Summer Sky Jeweled ruler. The current Queen had taken over the reign when her aunt passed away.

o   Odji is currently the High Priest, serving on the Council of Elders.

·         After the Queen sanctioned the razing of Hylia, a group of Landen’s retaliated. Tipped off by a disgruntled Court member, a large band of Landens was given the location of the summer get away of the Court. As only the Court and First Circle attends this getaway, they were able to overpower and kill the Queen, Odji’s brother, Odji’s wife (who served the first circle) and unborn child. All the Landens who attacked the summer palace were killed in their attempt. This occurs 10 years in the past.

·         With all the Queens either too young, too old, or unwilling to helm a failing Raej, Odji, with the sanction of the High Priestess and after persuading the Council of Elders, steps up to guide the Territory. Though there is unrest at the unprecedented move, Odji and the Priestesses remind the Territory of their legend, how a Priest Warlord was able to rebind Raej, and how they should allow a Priest of the legend’s relation to try to keep Raej together.

·         Beyond the eyes of the Territory, Odji makes deals with the slave trade to increase activity and bring in extra profits to Raej. He uses this month to keep feeding his people and making sure the Blood survive the coming years.

·         As Odji holds all Landen’s responsible for his Queen, brother, wife and unborn child’s deaths, he quietly recruits a group of men and women who share his beliefs. Odji is able to convince his followers that the since the Purge destroyed many the Blood, the Landens are overpopulated and dangerous. His plan was to remove some the Landen strength by exterminating small pockets of Landens, but in a quiet fashion. Knowing that actions against the Landens that are highly visible can have serious side effects, Odji has slowly and quietly been killing off large numbers of Landens, making it appear as though they had emigrated from the Territory.

·         The past 10 years have been a slow improvement for Raej, less people go hungry and the Blood are at least maintaining their numbers. Though the opinion that another Purge would destroy Raej is still believed, the Priestesses maintain that it would be centuries before another Witch arrives.

Plans for the Territory:
·         Explore the booming Slave trade business. I will be looking for players for both Court positions and to play slave traders, such as Bowie’s Saif. Will also explore what storylines can be done with existing characters.

·          Odji is a charismatic and devoted leader of his people. Though behind the scenes he fosters an undying hatred for Landens, he is completely committed to protecting the Blood of Raej, and protecting the Blood who are bought and sold in the slave markets, at least to the point of proper treatment. I will want to show this side of him, even though he is committing atrocities behind the scenes.

·         Eventually, everything hidden will have to come to light. I have not spoken to Bowie or others, but I would not be object to Raej sitting at the center of a political shit storm from other Territories, especially as the Landens are teaming up with the Shaladorian ruler. Etienne may be able to be the representative who also would approach Odji about the actions, as I wish to have the tracks deeply covered as such it is only for sure someone in a high position is sanctioning the actions.

·         As it is possible Shalador may be a big opponent of Raej, I would love to see a potential alliance with other Short Lived territories against Rosalyn/Shalador – riding the wave of fear of a Black Jeweled Queen and whispers of Witch.

·         Based on the type of character I have in mind, if there also was a potential candidate to rule, he would be unlikely to believe so. This is due to his sense of self and the belief that he is one of the few people who understands the true potential that Witch created to see the Blood destroyed – leaving too many Landens alive.

·         More to come as players create characters, but I am hoping to make Raej welcoming to slave plots, Odji himself a slave owner to show his endorsement. I do not want this to be the main focus, such as why I have provided a deep and dark plot to propel danger and excitement in Raej.

Impact on District/Province/Territory/Realm:
·         District/Province: Will mostly be ruled by Priestesses, Warlord Princes or Priest Warlords and Priest Princes. With a lack of Queens since the Purge, uncommon ruling classes have been accepted until Queen can be found to rule.

·         Territory: Raej is just starting to bounce back from the Purge. There is hope that even though they are not lead by a Queen, that Odji will find a proper Queen and with the better standard of living, Raej will become prosperous as it once was.

·         Realm: The slave trade is Raej is booming with endorsement from the Territory Leader. As of yet, the Landen ‘reduction’ (read genocide) has been done with a lethal efficiency, but that does not mean questions are not being asked. So far, it is just assumed that as Raej is the start of the Landen movement that Landens are emigrating elsewhere. That opinion is fostered by the Priestess and Priests.

Addressing points raised and what will be changed. Everything listed below supersedes previous listings.
  • Priest Prince: Will be changing to Priest Warlord Prince. I will use the idea of his connection with the Darkness will allow him some more calm than many WP of his age. Very religious but still very territorial.
  • Bloodline: He claims to be descended from the first true Priest. This is a falsehood as it couldn’t be proven conclusively but Odji still uses it as propaganda for his right to rule.
  • Queens: Instead of few Queens able, Odji was just the one with the most connections, charisma and gumption to win over the Territory. Queens would likely be similar levels to other Territories still reeling from the Purge.
  • Genocide: Toning this back. Going to go along the line of the ramp up to what happened in Nazi Germany. Odji will slowly be taking away the Landen’s rights, starting with those declarations that would be for their own good, such as a curfew and guards in their neighborhoods. This will escalate as the story goes on. Suggestions are welcome as the mod team has them too.

Clarifications:
  • Black Widows: I am going to add some strife and have Odji and them at odds over his ascension. Using the fear of Black Widows he was able to take the leadership of the Territory over even the Black Widows. As of yet it will just a standoff, Odji leaves them to their own devices. (Perhaps he has a slave as his court seer opposed to a Coven appointed Seer, I can see if anyone is interested in the role.) At some point in the future it may be the Coven who exposes the fact that Odji is not truly descended from the first Priest.
  • Male Priests are few but have been on the increase since the Purge due to lack of many castes. Chosen for a variety of reasons they are generally very devout, intelligent or compassionate.
  • Economy: Odji is not truly the only guiding force in Raej when there is a council of Merchants but between his ties to those with deep pockets and increases freedoms in the slave market, Odji has seen Raej prosper. As such with any economics, he has taken credit for helping rebuild Raej and implied with any other leader they would have failed.
  • Men keeping women in check: This was never meant to come off as only a good old boys party (though I can imagine this does occur in certain places) but as of yet only Odji, Saif and Jamie’s potential leader of the Merchant Council are in the works. Women with the want and intelligence are welcome to help out, Odji only stepped in after the other Queen, citing issues and pitfalls of previous Queens to earn his seat – he doesn’t have anything against the Caste, only Landens. I want POWERFUL women and perhaps Jamie can even make the ruler of the Merchant Council female, I don’t care! ^^

Please address additional concerns with me, I am feeling more confident about these changes to make a fun and antagonistic place for players to come in and add more to my basic story.
