Clans, Tribes, and The Free Districts

Pruul largely does not maintain Districts and Provinces as defined by geography. Instead, there is a Queen of each tribe, and every tribe swears to a Clan.

IE, Tribes Kaid, Latifh, and Bakka are all sworn into one clan, the Tabur. Kaid, Latifh, and Bakka are equivalent to the districts of another Territory, while Clan Tabur is essentially a Province. You can identify a nomad's tribe fairly easily, as all tribes and clans have identifying marks.

The reasoning for this is simple: Most of the populace is nomadic. The only major stable population centers in the desert are Onn, Tuono (destroyed by sandworms), and Little Citadel; nomadic tribes will come through one of these once or twice a year to pay their tithes to the Territory Court, which are largely paid in water. These stop-offs are also used to purchase livestock and rations. Onn, Tuono, Little Citadel, and the mountain ranges form the Free Districts.

It should be noted that in Pruul, landens stand on completely level footing, so it is not strange for tribes to have a Landen Elder ruling alongside a Blood Queen. There’s simply not any time to be antagonistic or even dismissive with a population as small as Pruul’s. Everyone has to work together to live in its deserts; even the hospitable places require extensive (and respectable!) work. However, landens particularly seem to congregate around jobs that are stable, being unable to vanish things as a member of the Blood might, and thus finding it harder to travel. This doesn’t mean that landens don’t form nomadic tribes, only that they tend to form a smaller population inside them.

Below, find the five Clans and the five Free Districts. Feel free to add your own tribes to the roster under one of the four Clans.

CLAN BALI, THE SWALLOWER
Queen: Zaehrah al-Bali
Voice: Abulurd al-Bali
Clan Bali is the tribe of the Priestess Queen who brought modern-day Pruul together. She brought all of the Tribes together under the banner of the Bali, ceased sacrifices to heathen gods, and reformed a better Pruul before changing the name of the Clan she led to "Bali", which means "The Swallower". Members of Clan Bali can be marked by their gold jewelry, which is inherited down family lines. Often it consists of a pin in the shape of an open palm--the hand bringing food to the mouth to swallow.
  • TRIBE KALUROPS, THE STAVE
    Queen:
    Voice:
A constituent tribe of Clan Bali, the Kalurops are a tribe of especially fierce warriors, given to raiding. Their name comes from Pruulian proverbs, hinting at their general ability to appear jovial at one moment, and vicious the next. Their pins are silver, and usually in the shape of a closed circle.
  • TRIBE KURHAH, THE STAR
    Queen:
    Voice:
A constituent tribe of Clan Bali, the Kurhah are a tribe of negotiators and traders. Having only recently left their caravans, they are small yet, but show promise in bargaining with Clan Sabbah. Their pins are silver, and usually in the shape of a flat disc about the size of a quarter.

CLAN JINAN, THE HORSE-LORDS
Queen: Simin al-Jinan
Voice:
Jinan horses are among the finest in Pruul, and because of this they are significantly more mobile. Recently they were struck quite a blow when the Grand Prince ordained that one of their daughters should be the price for a horse killed by a Sabbah raid. Their symbol is a tattoo on the shoulder in the shape of a horse.
  • TRIBE SITULA, THE WATER-BEARERS
    Queen:
    Voice:
Often given to using their own horses to trade in water, Tribe Situla is known as a vulture tribe, feeding off those in desperate need. However, they are not terrible at all--usually they trade their water for skilled repairs that must be made to their own equipment. Their symbol is a tattoo around the wrist of flowing water.
  • TRIBE TAIR, THE EAGLE
    Queen: Sirrah al-Tair
    Voice:
These are the guides and cartographers of the nomadic tribes. They travel far and wide, even into the mountains, to make maps of the Territory of Pruul--a job which keeps them well-beloved by the Territory Court. Their symbol is a simple flipped V on the bicep, representing the artist's compass.

CLAN SABBAH, THE SALT OF THE EARTH
Queen: Elenor Lirion al-Sabbah
Voice: Shadya al-Sabbah
Clan Sabbah is the largest and wealthiest clan in all of Pruul, despite Saiph al-Kaid stripping them of most of their wealth in the salt mines. Known for being duplicitous, they once led Tribe Situla as well, but it was lost after the Purge. They wear heavy silver cuffs on their left wrists.
  • TRIBE GEIBA, THE STRENGTH OF SABBAH
    Queen:
    Voice:
A constituent tribe of Clan Sabbah, the Geiba are in charge of the central salt mines. Their symbol is more permanent than the others of their Clan--a spiraling black tattoo on the back of the neck, given after a child's Birthright.

Dissolved 187AP: all members who had had a Birthright Ceremony or were Landen above the age of 8 were executed.
  • TRIBE HAGUE, THE SERPENTS
    Queen:
    Voice:
A constituent tribe of Clan Sabbah, at the moment. Tribe Hague jumps ship and moves Clans as often as some women change lovers. However, as of the decree of Chani al-Tabur, they are sworn to Sabbah for another seventy-five years. Their symbol is a serpentine armband.
  • TRIBE TARAZED, THE JUDGES
    Queen:
    Voice:
A constituent tribe of Clan Sabbah, Tarazed is famous for producing the Priestess Queen Iksana, who ordered the reconstruction of Onn--simultaneously a huge morale boost and a huge waste of time. However, Tarazed tribespeople as a whole are very judicious and cautious, and are not to be trifled with. Their symbol is a tattoo in the shape of the symbol of Libra.

CLAN TABUR, THE SEPULCHER
Queen: Dinah al-Tabur
Voice: Saladin al-Tabur
Tabur is the oldest tribe in Pruul, and for this reason they're called the Sepulcher. They are also one of the largest tribes, famous Territory-wide for their High Summer and High Winter gatherings, which are seven days of drinking, dancing, and above all else trading and matchmaking. Their symbol is a kerchief, worn looped under the hood of one's burnoose--white for Court, black for a tribesman.
  • TRIBE BAKKA, THE WEEPERS
    Queen:
    Voice:
This constituent tribe of Tabur is called "The Weepers" for a good reason. They tend to stay around water sources and produce a lot of Priestesses. They are also one of the Clan's most loyal servants--so much so that a Tabur kerchief might be called "the Kerchief of the Bakka". This has led some to question "Why should weeping unite a Clan"--the Bakka tribe's traditional answer is "If you knew what we did about the history of Pruul, you would weep too." Their kerchiefs are green, the Pruulian color for deep mourning.
  • TRIBE KAID, THE MOURNERS
    Queen:
    Voice:
A constituent tribe of Clan Tabur, Kaid was once a clan of its own. However, they merged with Tabur after the Purge, when their numbers were decimated. This is why they changed their name to "The Mourners". Rich in Queens, Kaid has connections in almost every tribe due to marrying their Queens off so they may rule for tribes which have produced none. They wear red kerchiefs, as red is the color of vitality and Blood.
  • TRIBE LATIFH, THE LIGHT
    Queen:
    Voice:
A constituent tribe of Clan Tabur, Latifh has followed their Queen for as long as there has been a Tabur. They are largely warriors. Their kerchiefs are yellow, and generally worn in the hair or around the wrist. They often marry into the Kaid.

CLAN IZAR, THE HIDDEN
Queen:
Voice: Navid al-Izar
Izar is the newest Clan in Pruul, born out of the darkness of the salt mines. They recently accepted anyone who wished to join their banner, welcoming thieves, whores, the forgotten, the exiled, the poor, and the curious explorer. The founders of the Clan are famous for bringing the Rains to Pruul for seven days and seven nights. While working to establish traditions, they are exploring glass production, selling their Queens’ Gift, and intricate Black Widow warrior Craft for profit. Their Clan colors are navy blue/black with hints of gold.

THE FREE DISTRICTS

Pruul does have some population centers, and these are ruled much as Districts in other Territories. However, they report directly to appointed First Circle members of the Territory Court, and tithe to the Territory Court directly.

THE FESTIVAL CITY OF ONN
Queen:
Voice:
The capital of Pruul, Onn is a sprawling city of pale stone on the shores of the great lake in the South. It is a center of trade and of bureaucracy, hosting the Council of Voices as well as headquarters for several caravan families. Recently, the city has flourished, causing many of the residents to stay in the city and give up nomadic life. (Unlike the rest of Pruul, Onn has more than adequate water, provided you pay the Territory Council for the right to the lake.)  It also fills to bursting during High Summer and High Winter, when the city truly earns its name of The Festival City. Right on the lakeshore is the complex which houses the entirety of the Territory Court.

THE MADRASA AT TUONO
Queen:
Voice:
Tuono is notable for its history as the home of the Sandriders, housing the only school for it in any of the three Realms. However, Tuono is also a bustling little farm town due to its proximity to the Silver Lake. It was fortified a long time ago to prevent sandworms from getting into the lake and draining it. Notably, the fishing is absolutely terrible.

Destroyed Summer 193AP: attacked by sandworms and destroyed

THE COVEN AT LITTLE CITADEL
Queen:
Voice:
The base of the Black Widow Coven is in Little Citadel, cementing it as a place of mystery and piety. Placed nearly in the center of the Central Ridge, Little Citadel is a common stop-point on journeys through Pruul, and so has a healthy trading post vibe. They often have a grouping of tent cities set by tribes who are buying supplies along their outskirts.

THE NORTHERN RANGE
Queen:
Voice:
This is the northwestern range of mountains in Pruul, known for its especially good gemstone mines. They produce much jade, quartz and spinel here. There are also various mountain enclaves, built in the style of communal Eyrien eyries--obviously modified to suit the wingless--that farm and weave.

THE PEACEFUL PLACE, DAR-EL-SALAAM
Priestess: Azar al-Latifh
Voice: Gulbehar al-Kaid, Summer-sky to Green Black Widow
The cliffside city of Dar-el-Salaam is the home of the Priestesshood of Pruul, and as such is ruled by a Priestess. They tithe with the Northern Range, but have their own Voice to represent them to the Territory Court. Houses are carved into the rock in the Eyrien manner, as well as being built on top of tall bluffs in the Pruulian. It is said that the Bali clan originally came from the Northern Range after founding Dar-el-Salaam. There has been a smaller than usual presence of Territory guards in the last ten years, leading to a bit of tithe avoidance by the skeevier elements of the town.

THE SOUTHERN RANGE
Queen:
Voice:
This is the southern range of mountains in Pruul, known for its abundant salt mines. Clan Sabbah is very active here. More than the Northern Range, they are influenced by the Eyrien culture just to their east, though they're struggling to step away from it. Near Onn, the influence of Sabbah is negated in favor of that of the Territory Court.
