Personality:
While she is empathetic and cares deeply for her people, Andalusia’s actions are often motivated by spite and paranoia. She spent her early life fighting for recognition that she rarely received, and the later part entangled in networks of spies and double agents. She tends expect the worst possible outcome of a situation, has difficulty trusting people other than herself to do a job correctly, and is more likely to assume an error is the result of malicious intent than an innocent mistake. Rather than allow herself to be consumed by suspicion and fear, she tries to remain aware of these instincts and give them consideration rather than blindly acting on them.

Andalusia’s public face is a careful and deliberate display. She typically presents herself as traditional, exacting and enigmatic. Her academic pieces paint her as harshly critical of those she disagrees with, those who worked with her during the War (when they knew who she was) saw her as driven and guileful, and those who know her personally would describe her as reserved but kind-hearted. While some of these discrepancies are the result of a long life and different circumstances, she is also intentional in creating an air of mystery around herself. The less certain people are about her, the less ammunition they have to use against her.

While Andalusia did not suffer the same kind of emotional trauma from the Great War as many who were younger or saw more combat, she is not unaffected. The loss of her Sapphire Jewel, the disappearance of her daughter and the deaths of the rest of her family, and the horrors she saw and was complicit in all still haunt her. At times the guilt and grief drive her into seclusion and fuel her bitterness towards the world, but when it doesn’t overwhelm her she channels that pain into compassion and working towards the future of Dhemlan.

Likes:
  • Cryptology and steganography. Andalusia has been fascinated by codes, encryption and hidden information since she first learned about them as a child. Developing and improving ciphers to be elegant and secure is her artform, and studying the work of other cryptographers (whether through publication, working together, or breaking a cipher herself) only challenges her to make her own better.
  • The underdog. She knows that it doesn't necessarily mean they are better by any metric, but as someone who has lived most of her life feeling like the odds are stacked against her Andalusia has a deep fondness for the longshots and the downtrodden. This is most obvious in her taste in literature, but she also tends to be kinder to people who she feels have been treated unjustly or denied opportunities.
  • Tea. Though the beverage is less popular in most of Dhemlan than coffee or drinking chocolate, Andalusia will go some lengths to import high-quality leaves when she is able. There is simple pleasure in the ritual of brewing and preparing a perfect cup, and she will offer one to anyone who enters her home or visits her office.
Dislikes:
  • Dhelman’s rhetoric of progressiveness and egalitarianism. The Dhemlanese are incredibly proud of the opportunities all citizens have to better themselves and affect change, but in Andalusia’s experience most decisions still rest on the circumstance of a person’s birth and personal connections. This is truly exemplified by the Dhemlan Academy: not all of its students are from wealthy aristo families, but the Academy was purpose-built to breed elitism and make it more difficult for those who do not have the ability to study there—even if their education is just as good or better—to come into positions of Territory influence. The division is furthered by the insular, isolationist nature of the castes; this is not unique to the Dhemlanese, but perhaps if they were as forward-looking as they saw themselves, they would have moved past it by now.
  • Imprecise Language. When she was younger, Andalusia struggled to have her words taken seriously because of her dialect and accent. This taught her to be more mindful of her words and how she uses them, and has also made her gratingly aware of when people speak carelessly or are deliberately obtuse.
  • People who don't follow instructions. A lot of paperwork has crossed Andalusia's desk over the millennia, and she is continually astounded by how much difficulty people have with making reports and requests when the instructions are clearly printed on the piece of paper they are writing on.
Fears:
  • Betrayal. When a person makes their life’s work dealing in secrets and hidden information, it is almost inevitable that they will develop some paranoia. Andalusia sees deceit, treachery and ulterior motives everywhere and must constantly fight to keep her anxiety from overtaking her intellect.
  • False populism. She cares deeply about the common people of Dhemlan. She has dedicated herself to giving them more rights and freedoms. She just also thinks that most of them are too easily taken in by charisma and manipulation. With the Territory seat up for vote, Andalusia fears that this shortcoming will prove to be a fatal one.
  • Helplessness. Andalusia’s mind has remained sharp as she has aged, but her body has grown weaker and more frail with every passing decade. Someday she will no longer be able to take care of herself, and after a lifetime of fighting to prove her own worth the prospect of being completely dependent on another person is unthinkable.
Craft Strengths:
  • Pattern Craft. A derivative of Efficiency Craft developed by one of the Archive's Princes, this ability allows Andalusia to find the patterns in seemingly information and extend those patterns further. Its original use was to aid in processing census and election data, but Andalusia has further adapted it as a tool for encrypting and decrypting messages.
  • Communication Craft. Andalusia's psychic threads are focused and secure. When she wore the Sapphire they were all but impenetrable, but even at the Purple Dusk it would take someone dark and skilled to successfully eavesdrop on a conversation.
Craft Weaknesses:
  • Sensing emotional states. Andalusia’s paranoia about people’s intentions makes her second-guess the emotions she reads in psychic scents. This doubt leads to her being less perceptive, which increases her mistrust in her impressions, which further impairs her psychic sense. Her ability to interpret people’s feelings this way has become so skewed that is basically unusable and she has learned to ignore any messages she thinks it is giving her.
  • Connecting with the Darkness. One of Andalusia’s first experiences with Dark Jeweled Blood was watching another Sapphire Priestess siphon strength away from lighter-Jeweled adversaries, draining their reserves and filling her own before turning her opponents’ own power against them. This experience served as a poignant and terrifying lesson in Andalusia’s own potential. It's been millenia and she no longer wears the Sapphire, but the thought of directly touching the Darkness still fills her with a visceral horror that renders her unable to do so.

History:

Andalusia Caro was born a relic.

Her ancestors had settled a box canyon in modern-day Sarque that was difficult to reach by land and far from the Winds, and while they were not completely isolated from the rest of Dhemlan little of the outside world touched them in significant ways. They still spoke their old language, farmed using traditional methods, and the roles of Blood castes and Landen would have looked like something out of a history book to most modern citizens of Terreille.

This way of life was normal for young Lusita. The Blood village of Valequillo had a small library that held glimpses the outside world—Andalusia's favorites were the scattered installments of a mystery series centered on a Black Widow Priestess detective—but the core of her education was the same as it had been for generations before.

Andalusia’s Birthright Purple Dusk had already marked her as special in her community of Jewelless and Light-Jewelled Blood, and when she came away from her Offering wearing the Sapphire she found herself further separated from the people around her. Her mother suggested moving to Santella, the nearest city with a small college, and a month later Andalusia left her home.

Andalusia was almost overwhelmed by the wealth of knowledge available to her and she threw herself into her studies to escape the foreign social landscape. Her peers bullied and ostracized her because of her antiquated clothes and speech, and her teachers acted as though they expected her to fail and every mistake she made confirmed this. After she graduated and secured a position at an archive branch in Visanda, it brought her some small satisfaction that the accent that her peers had thought was so refined would have marked them as uncultured outside of Sarque, but she was taken even less seriously than she had been as a student.

Despite the opposition, Andalusia spent the next millennium moving up through the ranks of  Dhemlan’s Priestesshood. Her dedicated work eventually placed her at the central Archive in Ardath, but barely more than a century had passed when politics and interpersonal conflict—mostly related to library categorization systems—led her to the electoral department. She suspected the move was intended to simply get her out of the way, but instead of fading into insignificance Andalusia found her calling.

Her affinity for codes, ciphers and secret messages, which had been a mostly academic pursuit, suddenly had a purpose. She put herself to work adapting old encryption techniques and developing new ones for both written and psychic communication, and before long nearly any important or sensitive information during the election cycle was transmitted using Andalusia’s encryptions and she often personally carried the most important reports personally.

By the time Andalusia realized she was pregnant, she was across the Territory from where she had conceived. There was no record of a Rose Jeweled Warlord Prince with the name the man had given her, and it wasn’t worth the effort to dig deeper. She had done well for herself as an unsophisticated country bumpkin, and this child would do well for themself as a bastard.

When her daughter was born, she named her Jimena. She was a Priestess as well, and Andalusia taught her the same way she had learned as a child until Jimena went to study at a university following her Offering to the Darkness. Mother and daughter exchanged encoded letters and as soon as Jimena graduated began working with Andalusia, sometimes alongside her and sometimes as another point in a chain of communication.

Andalusia was at the beginning of her fourth millennium when Askavi first attacked Dhemlan, and her work with the Territory government quickly shifted to managing information and intelligence. Her home village of Valequillo, difficult for Dhemlanese soldiers to reach but easily accessible from the air, was destroyed. It was barely granted a footnote in official reports.

Though the initial invasion was defeated, Andalusia joined the nascent Onyx Company and continued to work against the next offensives that she was sure would come. For nearly three hundred years, she and Jimena maintained their roles in Dhemlan’s electoral process while crafting new communication methods and networks of spies and informants. When the news broke that Eyriens were once again moving on the Territory came, their people were prepared and mobilized with precision and ferocity.

Andalusia worked openly with the government until the ratification of the Treaty of Queens, and after that worked covertly with leaders who either didn't support the agreement or saw it as a way to save Dhemlanese lives while undermining the rule of Askavi. She, along with her daughter, also facilitated communications between the varied factions of the Resistance under various codenames and aliases. By end of the occupation, they had developed a mysterious and faceted reputation; many Resistance fighters knew of them, but few could trace the rumors and mythology back to the two Priestesses.

Andalusia was at an Onyx Company safehouse when the Purge struck and broke her Sapphire Jewel. Jimena had been on assignment in the field and was among the missing. Andalusia directed her energy towards helping her Territory recover, using census and voting records to identify areas with the highest need for aid, and waited for the news that either her daughter or her daughter's body had been found. It didn't come.

 As time stretched on, Andalusia accepted that the silence meant that her child, the only family she had left, had been killed either by Eyriens or by Witch. She mourned, even while holding onto the irrational hope that her daughter would return, and eventually started to build some semblance of a normal life. She returned to the now–significantly smaller election committee and, rather than taking position at its helm, remained as nameless-but-critical hub of information and communication, operating out of a small office in an out-of-the-way corner of the Parliamentary building.

On the hundredth anniversary of the Purge, the Priestess’s vigil was interrupted by the delivery of an unmarked envelope. It contained letter encrypted with a cipher she hadn’t seen since the war. Even decrypted, the text was opaque and convoluted, but to Andalusia there were only two possible interpretations: either Jimena was alive and didn’t want to be found, or someone else profited from Andalusia believing that. Whichever was true, the Priestess resisted the temptation to track down the source of the letter and carried on with her work.

Andalusia become something of a recluse as she continued to age, preferring written correspondences over social events and arranging for a quiet retirement. Her plans were disturbed when Parliament voted for all  Dhemlan’s citizens to elect their next ruler. She could have remained where she was and quietly faded into the background until she stepped down, but this result sparked her interest. It held the possibility of moving their Territory in a direction she had always wanted to see, but also the possibility of more power going to people with charisma and personal connections rather than ability.

Andalusia saw the need for an organizer with experience, conviction and integrity to guide this process through to the polls and beyond, but she didn’t see any bureaucrats who held those qualifications more firmly than herself.

After more than 4,200 years working from the shadows, the Priestess let light fall on her lifetime of achievements and asked for the power she had always felt she deserved.

Andalusia stepped up to a podium at the heart of Dhelman’s Democracy. The elected members of this committee had all gone through her, their goals and qualifications and proposals in her hands as a public servant and their secrets coming to her through spies and informants. She did not give them their positions, but it was often in her power to deny them.

She clearly had not done this to the small group of men and women before her, but she would let that remain unspoken.

“Lady Palomo, Lords and Ladies of the Committee, Dominas y Dones, Distinguished Guests.”

The Priestess spoke clearly, her rural accent softened but not erased. She typically refused to mask her origins in the pursuit of respectability, but this was too important for her to risk being misunderstood.

“For the last one hundred and ninety years, I have served as Communications Director of our Election Commission, an organization I had worked in for nearly three centuries prior to Askavi’s attacks. In that time, I have been devoted to keeping Dhemlan’s democracy fair and representative and have worked to counter electoral fraud and increase campaign oversight, especially in rural and Landen communities.”

Andalusia paused. Her public qualifications should have been enough give her this job, but she had learned long ago that mere ability and experience often meant little in situations such as these. She needed an edge, and that meant taking a risk.

“During the Great War and following the Treaty of Queens, I worked with the governments of several Provinces and Districts to minister communication channels between them and, where possible, with leaders of the Resistance. My unit and I, with limited support and against daunting odds, provided our people's leaders with intelligence and tangible power during a time when the Territory courts were prostrating themselves at the mercy of Askavi.” She scanned the room, registering which faces registered approval, which distaste, which recognition. “Now, Parliament’s decision to allow Dhemlan's people—regardless of caste or social status—to choose their next ruler presents an opportunity to more fully realize some of the greatest ideals of our Territory, but there will be people who see their personal gain as more important than seeing a fair race.

“This election, more than any in our history, requires a team of people who will find and eliminate any candidate who seeks to disenfranchise voters, to gain support through lies and intimidation or to otherwise illegally and unethically give themselves an advantage in the polls that they did not rightfully earn. The success of this team will rest, in great part, on the Registrar of Voting and Candidacy. This individual needs not only dedication to the principles of democracy, but the skills and resources to expose those who would undermine the electoral process and put all of our people at risk.

“I think the correct choice is clear.”
