Chaillot is facing a civil war. Rebel Queens have refused to Bless the land and are gathering supporters. Personality:

Percival has a demeanor that reflects his profession: A subtle confidence, a nurturing tone and a friendly disposition. His bedside manner is impeccable, and his decorum is on point. His composure is his greatest asset, being in full control of his faculties even in times of great crisis. Little shakes him enough to panic and lose a grip on his focus which he uses to take control of situations as they get out of hand, either aiding the ill or reigning in the lost soul to his demented cause. Some find his quiet resolve reassuring, almost charismatic in a way. It is why, as a Landen, he has managed to earn himself a fanatical and faithful cell of Blood who have thrown their lot in with him. Never mind his dabbling in hypnosis and social conditioning - a requirement of any ACORN agent really.

He is a social fellow. A former agent and now as Director of ACORN he had to be whether he liked it or not. He is one for small talk (to get info), flattery (to illicit trust) and comfort (to weaken restraint). He knows the social drills of espionage, of pulling hearts and confusing minds to keep you off his trail. Everyone is treated respectfully including his test subjects. He can easily talk about someone's day while he is in mid-experiment amid screams of pain and torment and not bat an eyelash. Even before ACORN, while he was never flamboyant or the eye of the storm the company of others was a quiet joy for him. One of the allures of the medical profession that made him prone to not only study but enjoy it was that social, intimate connection forged between himself and others.

His social chops help cover his tracks. A person of his vision is never without those who disagree with him. He hardly ever does anything himself. Instead he entrusts his vision to his subordinates, people to whom either are more qualified but also able to be thrown under the bus to ensure his protection and it is due to that ‘charisma’ that he has many who are willing and able. He is more inclined to remain in the shadows pulling strings and letting the trail lead elsewhere away from him. Even to fellow ACORN operatives, it is difficult to discern what role Percival plays or what his end game is. At face value, it always looks like someone else is doing all the crazy. On his orders of course.

The benefit of being in control of himself is how it helps mask this level of callousness. ACORN long weathered away anything resembling true compassion, even for Landens, under the weight of experimentation and science. His views toward Landen betterment are purely systemic rather than heartfelt and why it became so easily for him to shift his attention from his original mandate to his newfound purpose - the mass-extermination of the Blood race, which he considers almost divinely inspired. He will never shed a tear for anyone he burns to escape or sacrifices to keep the dream hidden. Landens? A noble sacrifice. Blood? That is merely one more statistic toward paradise.

His perception of Blood is multi-dimensional, informed by personal experience and years of research. The Jeweled Blood believe they are the sole inheritors of value. That they, and they alone, are what make the world continue to spin, make things grow, and make the world prosper. Yet research shows the world tries to kill them multiple times. Plagues that decimate Blood populations. Their base instincts that cull their numbers. Even their goddess-incarnate Witch tried to kill them all. If they are so vital to the world’s survival and bonded to it as they claim, then evidence shows the world doesn’t want them either. Not even their Goddess wants them. Everything, even their own patron, needs a little bit of help. That alone should prove to any sane soul that the Blood contribute nothing, have no inherent value and only destroy and keep everyone and everything around them from growing to satisfy their ego.

This multi-dimensional view is what allows him to co-exist with the Blood who dot the ranks of ACORN, even count them as friends. Their circumstances, together, contribute more value than anything the Jeweled Blood ever could. He also knows that when the dream has been realized and the Jewels have been eliminated from Challiot, nay, Terreille, that the Jewelless Blood will turn on their comrade-in-arms. Percival has plans for that contingency and is why he continues to fulfill ACORNs original mandate of arming Landen peacekeepers with Craft-suffused arms and armors. All the toys will be in Landen hands when the Jewels are gone...then the Blood will finally be extinguished. With their lineage gone, the curse of the Blood will be finally over.

Until then, everything is an egg and he is making the best breakfast possible.

Likes:
  • SCIENCE! - Percival is a natural-born scientist. Curious about everything, professionally studied in one sure but that is only one tiny little nugget in a world that defies conception. He holds himself to that standard in how he interacts and speak. There is a lot he knows, about certain things, but there is a lot he has no idea about and does not allow himself to speak as if he did. That would discredit others of their labors and efforts to learn.
  • People - Percival is not a shut-in. He likes to be out and about, making friends and having a life. Running ACORN makes this difficult given that the agency requires a large dosage of discretion when doing your day to day activities. It is why he took so strongly to medicine. It is partly a social profession that requires socialization and varying levels of intimacy and trust. He enjoys that exchange and cherishes it.
  • Travel - How much of the world is there that no one really gets to see? How much insight could one get if they had the luxury of going beyond Challiot to collect the research and studies of countless hundreds? Whenever Percival gets the opportunity he will always travel, be it across Challiot, to the next town over, or to the mainland.

Dislikes:
  • Blood - Percival has never liked Blood very much to begin with. They exploit their power fruitlessly, they deride landen who strive for self-betterment and societal improvement without their presence and kill any that dare question their self-appointed place as the sole inheritors of value. The destruction of Beldon Mor in 186 PP is what led Percival from simply looking at them as disposable sources of academic inquiry to a problem needing an informed and researched solution.
  • Know-It-Alls - As a scientist, Percival must encounter things he does not know everyday. He isn't a mind reader, he does not understand all natural laws nor does anyone. People who speak as if they carry divine truth aggravates him, and will actively snub them when they do. His response to Blood who act this way are different. He politely leaves and informs the Acquisitions division of a new 'guest' they should bag and collar for 'generous donations to research'.
  • Politics - His loathing of politics, more accurately political machines, stem from his disdain for absolutism. That some [few] persons know what is needed for the general well-being of an exponential number of strangers they have never met, let alone spoken to. He accepts that politics is a necessary evil but the habbub of courtly life, the atmosphere of political rightness and correctness, and the verbiage used by politicians disagrees with him.

Fears:
  • Forced Ineptitude - A large motivation for his disdain of the Blood comes from their preposterous notion that they are the only ones able to provide anything of value. Any notion of a landen doing similar is met with feigned acknowledgement, like a child trying to be an adult or derision of crossing some imaginary line that some other Blood invented 10 billion years ago or whatever. He, nor landens, are serfs who should only be concerned about labor and working. The rise of the Dark-Jeweled, the change of the guard, the end of the civil war, all speaks to Blood society becoming stable. When that happens, they will undoubtedly turn against the landens to remind them of the 'pecking order' they invented.
  • The loss of ACORN - Now that he has control of ACORNs assets and structure he can utilize the agency to achieve he aims at destroying the Blood superstructure by killing as many of them as he possibly can. The Blood need to be kept unstable, and then thinned, if the landen are to secure anything for themselves with respects to a meaningful future. He can't do that without the clandestine agency's structure, finances and inquisitive minds.
  • The Failed Dream - Percival feels in his gut that his inspired souls who have followed him to studying the Blood and their destruction are getting close to something great and awe-inspiring. He can feel it. Once they master the toxin of Witchblood, killing Blood will be a breeze for any Landen, from Challiot to Raej. He has dreams of extending ACORNs bio-weapon program to other landen populations so they can begin the mass-execution of Blood across Terreille. That can't happen if they can't either control it or keep it hidden until the moment is right. Until then, he keeps talks about his pet project to a minimum and only among trusted confidants and fellow researchers.

History:

It is difficult to discern the truth of Percival's history. It's overly aggrandized and he exaggerates what transpired to inflate the importance of his purpose and vision. As an agent of ACORN, and the director of it now, it is hard to tell fact from fiction due to alterations to both legal paperwork and word of mouth. Which is how the organization likes it. Not to mention it further serves his purpose: Extermination of the Blood race once and for all. Therefore, this history serves to cover only the factual happenings, knowing that the person involved will conflate and change it to suit his needs.

Percival was born in a bloodbath. His parents, Landen bankers, were in route to a healer clinic when their carriage was destroyed by a Warlord Prince succumbed to the Killing Edge. His father died in the accident with his mother severely wounded. Were it not for the carriage driver she would have been dead. The labor was painful and the healers tried what they could but the procedure left his mother scarred and in constant pain requiring the use of a cane for walking assistance for the rest of her life.

As a child Percival, who grew up in Beldon Mor, was a quiet boy. No sooner was he able to tend to tasks on his own was he assisting his mother due to her disability. It was no surprise to anyone, given the circumstances, that Percival would be drawn to the medical sciences - to find some way to make his mother better where the Blood's ineptitude had failed. More so to the point, the Blood who put her in that fateful position to need that botched procedure in the first place. To say that the incident built the foundation of what would be a silent desire to eradicate them is an understatement.

As with all Landens he was taught the Landen way of Blood society. To him these survival truisms smacked of hypocrisy - the truth of it was that it didn't matter if you follow Protocol or follow custom or treat them with respect. He knew first-hand that survival laid not in societal norms but a coin toss. Did the Blood you meet have a good day today? If they did not, no amount of Protocol or subservience would save you. That alone gave him the disposition that the Blood were a nuisance, not nobles. The events of his past just cemented that disposition further. Yet whether he liked it or not they were here, gatekeepers to whatever life might exist. Especially as an apothecary, which he began apprenticeship at age 8 [164 PP].

He learned herbalism, medicines, tinctures, tonics and physiology. To his disdain he found the Landen medical field sorely lacking. He had seen Healer clinics before, with their more advanced tools, techniques and knowledge. His master apothecary, a woman of aging years, was intelligent but worked like a witch in the wilds. Bubbling brews over firepits out of her living room, guesswork of ailment detection and hearth wisdom over academic rigor. He sought to bridge this divide, though he never underappreciated his apprentice years.

At 14 [170 PP] he was released as an apprentice to find his own way. Beldon Mor had little in the use of an additional Apothecary and to serve his purpose he sought employment at a Healer clinic. He got the work but detested the Healer who ran the clinic. The Healer cared little for Percival's drive for knowledge and understanding, using him for little more than an errand boy and when not needed to stock her wares for tinctures, he was a janitor. Attempts to inject himself into her work, even to give informed opinions was ignored or chastised - if to say the Landen had no knowledge worth considering.

Percival was forced to observe the Healer from afar and learn the trade by personal drive. After hours he would not be cleaning like he was supposed to, he was reading her journal and notes. He wasn't running off to complete errands, he was creeping on her sessions, observing her work and watching how she dealt with others and used her knowledge. He took notes of her tools, how she made them, what they were made of, and how she organized the clinic.

At 18 [174 PP] was when his life changed forever. Still learning how and when he could he found kindred spirits. Like minded Landens who deplored the profession as-is and detested the monopoly of Blood, leaving table-scraps for the Landen. Their grumblings included how Healers could charge over-inflated prices due to their iron-grip on medical expertise to their lack of sharing their knowledge with those willing to devote themselves to the practice. These Landens, in time, revealed themselves to him as members of ACORN, and given his position in a Healer clinic had the set of skills they needed to help secure their cause - enrich and protect the Landen against the audacities of the Blood. Percival was eager and willing to join.

It did not take long for Percival to grow disillusioned with ACORNs mandate. While his cell was tasked to learn and master Blood physiology so they could detect weaknesses inherent in the Blood it didn’t solve any problems or provide solutions to the litany of offenses laid at their feet. The Landen government trucked with them and anyone who had potential was crushed by the Blood one way or another. Percival and his cell however had a level of anonymity others didn’t on top of an agency dedicated to masking their efforts. He used it to his advantage.

Percival convinced the higher echolons of ACORN to submit to his cell test subjects and were given those who were resistant to the agency’s mental conditioning methods. Through this agreement he managed to learn the trade skills he desperately wanted to learn. Advanced physiology, surgical procedure, medicine (not merely the apothecarial sciences) and biology. They would provide him, in secret, bodies to practice his craft, as ACORN had a desire to understand the Blood on a more...physically invasive level. No alternative meant Percival happily took the opportunity that would nurture a callous disposition that would only grow with time.

The truth of it however was that Percival was interested in a sterilization project. He would do what not even Witch could – kill the Blood by waiting them out. The sterilization protocol was pitched as a counter-measure under the same causal umbrella of reasoning that made Dark Haven possible - that there was, or had to be, an underlying cause for Protocol violation to the extent of mass death and killing. Percival considered it genetic and so the genetic line had to be sterilized so that the line could die.

At age 22 [178 PP] his Healer boss went missing and never returned. It was believed typical Blood happenings led to her disappearance, that she pissed off some Blood somewhere and never returned. The truth was she was kidnapped, tortured and experimented on to further his cell's goals. She wasn't killed of course but did die due to trauma in 180 PP much to Percival's disappointment. Their experiments and studies provided ACORN new insights into mental and social conditioning. The following years saw their cell grow in like-minded individuals, people who were sympathetic or even enthusiastic about their proposed solution – seeing ACORN as a mere armorer and outfitter and occasional brainwashing as insufficient.

Percival tried his hands at politics in the inter-rim, taking over the clinic after a brief 'mourning' period for his former boss. Opening the doors to make a bona fide Landen clinic. That did not sit well with the Court of Beldon Mor who quickly appointed another Healer to take her place, finding a Landen running a clinic most ludicrous. This Healer was worse than the prior, dismissing Percival as he obviously had no understanding of Craft, the Healing Arts, or anything contributive. Percival tried to find work elsewhere but was rebuffed for much the same reasons. So, he decided to compete, opening his own Clinic (with ACORN supplied funds) in open challenge to Healer dominance. The Clinic served as a repository for collective samples and in exchange ACORN kept the doors open. The government funding meant prices could be far cheaper than the other clinics, meaning plenty of incoming patients, even Blood patients, came through the doors which gave Percival and his team plenty of samples to collect and study. The clinic served as a useful front for the accumulation of “Friends”, individuals ACORN would brainwash and condition into fulfilling tasks when given a command phrase – all done during sedation in ‘preparation for medical procedures’.

By 182 more cells had adopted Percival’s more brutal vision of ‘neutralizing Craft’, going from a simple agency who sought to be a barrier between Blood and the Landen to protect them to an agency who was researching their elimination in some fashion. Blood disappearances skyrocketed but none would realize it as few died. Instead they were made “Friends”, setting the stage to allow ACORN carte blanche access to places no Landen would ever think they could access. Those who resisted were donated to research, dying in torment as they were opened and studied for everything from sterilization to isolating what made them Blood and trying to study ways to attack it – creating the impetus for their bioweapons program that would find fruition in later years.

'Doctor Aguillon', worked at his clinic until the destruction of the city in 186 PP [Age 30] which he and his cells managed to survive. The destruction of Beldon Mor changed his outlook toward the goal of ACORN. Simple sterilization, one at a time, was not enough to protect the Landen. Not even arming peacekeepers with their advancements was enough. There needed to be a final solution to the issue of the Blood. Percival became determined that killing their offspring so the population would die was not enough. They needed to die this generation.

Percival's vision was infectious. Percival, who never really followed ACORNs mandate to begin with, now went from isolated demagogue to a cult of personality leader. Cells across Challiot, especially those who had survivor the destruction of Beldon Mor expressed like-minded thoughts. People began to look to Percival’s cell for direction rather than the agency director or his directorate. Word of Mouth of Percival’s ideas for solving ‘The Blood Crisis’ led cells Percival had never met to deliver valuable evidence of their own experiments, abducted Blood whose numbers were covered up by their able-placed “Friends” and valuable contributions in poisons, bio-targetting experimentation and further sterilization efforts.

He used his position wisely, keeping himself out of the limelight while thrusting his cell into prominence. They were the heroes after all! He simply had the vision but they had the will. Like any good demagogue, he indoctrinated his cell well, giving them the limelight while he remained behind, the simple landen, letting the Jewelless Blood have their day in the sun. It endeared them to him, which he used his skills as an agent against them – cultivating fondness and fanatical loyalty to himself and his cause.

The increase in experiments led to a unique happening and one that triggered the most promising advancement yet. Percival’s cell had managed to spawn Witchblood at the site of their experiments. Eager to utilize the notorious toxin of the plant they sought the means to weaponize it. Thankfully the cell had a competent Widow as it became quickly clear that Witchblood did not only kill Blood, but mere mishandling could devastate Landens in minutes – much to the sacrifice of two cell members.

It was one thing to poison the Blood with it, but that would take too long. But if they could make it a gas....and kill hundreds at once? …. that was something worth exploring.

The civil war and the Dark Jeweled attacks once more caused change in ACORN. It was obvious that the renegade loyalists of Percival’s Dream had slowly come to dominate most of the command stratum of the agency. When it was confirmed that ACORN was now leaderless, one of their cell must obviously take command. His cell nominated Percival, who meekly accepted as being beholden to their unified vision of a world free from the Blood crisis. He spoke on behalf of everyone who had already drank his verbiage already that the Blood was not a threat but a curse – an infection that needed to be cut out. Evidence and history shows that the world does not want them. Gods and demons try to kill them…but it will be the Landen, the ones they thought so inferior, that will be the hand of deliverance and save the world.

Natural selection, guided by Landen hands, will exterminate the Blood forever.

"Test 42, W-Agent Form 3. Prepare for Observation." Percival told his compatriot and fellow scientist, a broken Widow. He liked her. She had the same inquisitive mind that he did though her despicable tainted blood was an unfortuante mark against her. It was too bad. She would make for a superior Landen if she was not cursed with her...affliction. "How are we everyone?"

He turned his inquiry to four individuals, locked inside a chamber with only one Craft-suffused pane of glass. They were shouting, banging on the glass and the walls in a desperate need to escape. It would be fruitless for them. ACORN had long made sure their experiment sites were sufficiently protected using the magic of Blood Craft. Without their Jewels, they were the cockroaches they were. Waiting for a boot to step on them. Not even Challiot would care. "Friends", their hypnotized Manchurian agents, would keep any search meaningless and suppressed.

"Excellent. I enjoy veracity. It will assist in observation." He looked back to his Widow conspirator with a smile. "And how are you today? Do you enjoy iced tea? I figured we would have some refreshment for today's observation." He offered her a glass of iced tea.

"I'm fine, Doctor. The current yield is growing magnificently. Though I suggest we find more friends. It would encourage the plant growth." The widow gave a fond smile, accepting the tea and tasting it. "...this is good. You said it was iced tea?"

"It is!" Percival smiled adjusting his glasses. "I admit it has a particular taste compared to more traditional teas but I grew up with it. It's a splendid taste of nostalgia." He then pursed his lips, contemplating, as he sipped at his own glass. "We have plenty of friends. I will follow your discretion as to how many you think we may need."

The widow turned a handcrank and an audible 'hiss' echoed in the room beyond. The five Blood inside looked around, nervous. Percival sat down in a lawn chair, flanked by the Widow who did the same and they watched.

"...You managed to make the vapor colorless." Percival inquired. "How?"

"Witchblood nectar is very potent and has a lot to burn. I needed to dilute it enough so that it did not have sufficient biomass to vaporize into color. The blood infusion of the Queen helped, but I used several poisonous herbs, all of which vaporize clear, to disperse it."

"Marvelous!" He gave her a smile. "You never cease to show off your intelligence my dear." He looked back to the window. "Will the extra contents dilute the Witchblood's toxicity though? That was the errors we found in the last four experiments."

"Maybe, but colorless and odorless are vital. Craft can filter air and there is evidence to suggest this toxin will be filterable, even if it is Witchblood." She gave him a confidant look. "Once the Witchblood gets in their system there is little they can do. Even the most potent of my Caste have tremendous difficulty in stalling the effects of Witchblood."

"Hmmm." Percival rubbed at his chin, turning to look back at the still not dead Blood. Still a large standard of error. We need to refine this method before we proceed to field experimentation. "Speaking of getting into your system....how was your trip up North?"
